The Oregon Coastal Zone Management Association (an extension of local governments on the Oregon Coast) has spearheaded the gathering of community-information needed to create an Oregon ocean plan. A key overlay of data for the planning process is the location of important commercial and recreational fishing grounds. That information, along with other overlays of information showing sensitive marine ecosystems and other existing ocean uses, will be used to identify areas in the ocean optimal for commercial-scale wave energy sites.
